Michael Powell was a high-level, unpowered thief when he broke into the Tyler Chemical company in Queen City on wet and rainy night.  Trying to escape from an observant security guard, Powell slipped into a lab where lightning crashed through an open window, breaking open several chemicals and dousing him in a combination of electricity and a strange bath.  Powell managed to wake up before the guard found him, then slipped out of the building--amazed at his new found speed.  The speed did not come free of charge however, as Powell found himself needing to consume more and more food in order to keep his body fueled.  He runs like the wind, eats like a pig and will often require large amounts of time (2-3 days sometimes) to recover his energy after large expenditures of his power.  Powell also was responsible for handing White Owl one of the worst defeats of her career, made worse by the fact that he couldn't be brought to justice for his crime against the heroine.

Currently in Belle Reve Prison in St Matthews on a low calorie diet...
